Reading the lines of authority
A line of authority is the type of insurance a license lets the producer sell. States name the same authority differently: “Accident & Health or Sickness,” “Health,” “Accident and Sickness” and Montana's “Disability (Health)” are each that state's health line. Indiana's combined “Life, Accident & Health” and Texas's combined “Life, Accident, Health and HMO” cover both life and health in one line. “Life” covers life insurance; in Florida, Pennsylvania and Virginia the life line also includes annuities. New York's agent license also carries Travel Accident authority.
Resident vs. non-resident: A producer holds a resident license in the home state and non-resident licenses in other states. A non-resident license authorizes the producer to sell the listed lines of authority in that state.
How to Verify Any Insurance Agent's License
Check the agent, not the ad. Every licensed producer has a National Producer Number (NPN), and state insurance regulators offer public license lookups. Use these steps for us or for anyone else who contacts you about coverage.
- Ask for the agent's full name and NPN. NIPR says NPNs are assigned to individuals and business entities in its national Producer Database. Start with the NPN lookup in NIPR's Licensing Center.
- Search your state's lookup. Use the insurance regulator's lookup for the state where you live: the links in the table above cover our 42 jurisdictions, and many states use the NAIC's shared license lookup. For other states, start at your state insurance department's website.
- Check three things. The license is active, it's for your state (a non-resident license counts) and it carries the right line of authority: a health line for health coverage, Life for life insurance.
- For Marketplace plans, use official channels. CMS tells consumers to use trusted, official sources such as Find Local Help on HealthCare.gov or the Marketplace Call Center at 1-800-318-2596.
- Be wary of freebies. CMS warns that health insurance ads offering cash, gifts or other perks could be a scam, and that you shouldn't give out personal information that might be used without your consent.

Where FreedInsure Doesn't Sell, and What We Can Still Help With

Not licensed: 9 states
FreedInsure's agent is not licensed in Colorado, Connecticut, Idaho, Massachusetts, Minnesota, New Mexico, Rhode Island, Vermont or Washington. If you live in one of these states, we can't sell, quote or advise on a policy for you. For ACA coverage, start at HealthCare.gov or your state's own exchange; for other coverage, look for an agent licensed in your state and check the license in your state regulator's lookup.
Licensed, but no ACA Marketplace sales: Washington, DC and 5 states
In Washington, DC, Maine, Maryland, Nevada, Pennsylvania and Virginia, FreedInsure does not sell ACA Marketplace plans. Each runs its own state-based exchange, as listed by CMS:

What we can help with there: In Washington, DC, life insurance and supplemental coverage. In Maine, Maryland, Nevada, Pennsylvania and Virginia, life insurance, supplemental coverage, short-term health plans where state law allows them, and the private PPO and EPO plan categories we sell outside the Marketplace.
Straight talk: The private PPO and EPO plans and short-term plans we sell in these states are not sold through the ACA Health Insurance Marketplace (HealthCare.gov or your state's exchange) and are not individual-market ACA plans. You can't use a premium tax credit or cost-sharing reduction to pay for them. As HealthCare.gov puts it, “the only way to get the premium tax credit is through the Marketplace.” A plan sold outside the Marketplace can cost less than a full-price ACA plan if you're healthy, earn too much for a tax credit, or want a specific network. But if you qualify for a tax credit or Medicaid, have a pre-existing condition, are pregnant or planning to be, or take expensive medications, an ACA plan from your state's exchange is usually the safer buy, and we'll tell you so. How We Handle Your Consent
A licensed FreedInsure agent documents your consent before helping you apply for, enroll in or change Marketplace coverage. CMS's consumer alert puts it plainly: agents and brokers “must get your permission when signing you up or making changes to your insurance plan.”
In states that use HealthCare.gov, the federal rule (45 CFR 155.220(j)(2)(iii)) spells out what that consent record must show:
- What you agreed to: the scope, purpose and duration of your consent, and the date you gave it.
- Who's involved: your name (or your authorized representative's) and the name of the agent, broker or agency you're authorizing.
- How to take it back: a process you can use to rescind your consent.
- How it's captured: an action you take that creates a record. For coverage years ending before 2028, that can be a signature, a verbal confirmation captured in an audio recording, or a reply to a message from the agent; starting with 2028 coverage, you give consent on a consent form created and approved by HHS. Agents must keep that record for at least 10 years.
The same rule says the email address, phone number and mailing address on your application must be yours, not the agent's, and that you, not the agent, calculate and confirm your household income estimate; an agent can answer your questions about what counts as income. In states that run their own exchange, that exchange's rules apply.
How to Report an Unauthorized Plan Change or an Agent
If you think someone enrolled you in a plan, or switched your plan, without your knowledge, call the Marketplace Call Center at 1-800-318-2596 (TTY: 1-855-889-4325). HealthCare.gov lists it as open 24 hours a day, 7 days a week, except holidays. CMS says that when its representatives find you were enrolled or switched without your knowledge, they can work with your insurer and the IRS to cancel the unauthorized plan, repay incorrect costs, correct your tax forms and re-enroll you in a plan you choose. If your state runs its own exchange, call that exchange.
