Quick answer: Many Michigan residents can get free or low-cost health insurance in 2027. Adults 19–64 earning up to about $22,025 a year (one person) may qualify for the Healthy Michigan Plan, the state's Medicaid expansion. Above that, HealthCare.gov tax credits can cut premiums, sometimes to $0. Open enrollment runs November 1, 2026 to January 15, 2027.

Overview

Health Insurance in Michigan for 2027: What "Free" Really Means

Free health insurance Michigan residents can actually get comes from two places. The first is the Healthy Michigan Plan (HMP), the state's Medicaid expansion program, run by the Michigan Department of Health and Human Services (MDHHS). The second is a premium tax credit on Michigan's health insurance marketplace, HealthCare.gov, which CMS lists as a federally facilitated Marketplace for plan year 2027. If your household income falls between 100% and 400% of the federal poverty level, the credit pays part or all of your monthly premium directly to the carrier, and at lower incomes that math can land on a $0-premium plan. The same rules apply statewide, from Detroit and Grand Rapids to Lansing, Ann Arbor, Flint, and the Upper Peninsula.

Here's what changed for 2027. The extra "enhanced" tax credits of 2021–2025 expired at the end of 2025, and they are not back for 2027 under current law unless Congress acts. Credits are smaller than they were in 2025, and the 400% FPL cliff is back: earn $1 over the line and your credit is $0. Michigan's insurance regulator, the Department of Insurance and Financial Services (DIFS), has also noted that 2027 tax credit amounts won't be known until closer to the start of open enrollment on November 1, 2026. That makes re-checking your Obamacare Michigan plan this fall more important, not less.

2027 Income Limits

Michigan Health Insurance Income Limits for 2027

Marketplace savings for 2027 coverage are based on the 2026 federal poverty guidelines: $15,960 for one person and $33,000 for a family of four. The IRS sets how much of your income you're expected to pay for the benchmark Silver plan — from 2.15% to 10.22% for 2027, depending on income — and the tax credit covers the rest.

2027 Household IncomeHousehold of 1Household of 4What You Typically Get
Up to ~138% FPLUp to ~$22,025Up to ~$45,540Likely the Healthy Michigan Plan for adults 19–64 — see below
~138–150% FPL$22,025–$23,940$45,540–$49,500The biggest credits — you pay no more than 4.30% of income for the benchmark Silver plan, and 94% CSR Silver plans are available
150–200% FPL$23,940–$31,920$49,500–$66,000You pay 4.30%–6.78% of income for benchmark Silver, plus 87% CSR Silver plans that shrink deductibles
200–250% FPL$31,920–$39,900$66,000–$82,500You pay 6.78%–8.66% of income; 73% CSR Silver plans still trim cost sharing
250–400% FPL$39,900–$63,840$82,500–$132,000You pay 8.66%–10.22% of income — credits taper but still cut real dollars off the premium
Over 400% FPL$63,840+$132,000+No premium tax credit for 2027 under current law — full-price plans, so shopping smart matters most

Family-of-four figures and the 138% Medicaid line are derived from the 2026 guidelines, so treat them as approximate. MDHHS states the Healthy Michigan Plan limit as 133% of the poverty level; the standard 5% income disregard brings the working line to about 138%. Medicaid uses the current year's poverty guidelines, so HMP's dollar limits will update once the 2027 guidelines take effect. Compare every state on our Medicaid income limits page.

Income means your projected 2027 household income — W-2 wages, 1099 and gig income, self-employment, everything. Getting it right matters more than ever: for tax years after 2025 there is no cap on repaying excess advance credits, so a low estimate can mean paying back the full difference at tax time. Starting January 1, 2027, federal law also limits premium tax credits to fewer groups of lawfully present immigrants (green-card holders remain eligible). Want a number now? Michigan Medicaid

The Healthy Michigan Plan in 2027 — Our Honest Take

Michigan has expanded Medicaid, and for most working-age adults the program is the Healthy Michigan Plan (HMP), which MDHHS calls "Michigan's Medicaid expansion program." HMP covers Michiganders ages 19–64 with income at or below 133% of the federal poverty level under MAGI rules — about $22,025 for one person or $45,540 for a family of four on the 2026 guidelines, once the 5% disregard is applied. You also can't qualify for Medicare or another Medicaid program, can't be pregnant when you apply, and must live in Michigan. Program details are on MDHHS's Healthy Michigan Plan page.

Children and pregnant women qualify under separate, higher limits: MDHHS and Medicaid.gov both put children's coverage, including MIChild, at up to 212% FPL, and coverage for pregnant women at up to 195% FPL. To apply, use MI Bridges, call the Michigan Health Care Helpline at 1-855-789-5610, or visit your local MDHHS office.

New for 2027: HMP work requirements

Starting January 1, 2027, some adults applying for or already enrolled in HMP will need to work or complete other approved activities. The MDHHS standard: earn at least $580 in a month, or complete 80 hours of approved activities in a month — work, school or a vocational program, job training, or volunteering, and you can combine them. New applicants will answer questions about activities or exemptions and must meet the requirement in the month before they apply or the month they apply; meeting it in the month before can let coverage start that same month. Current members are checked at renewals dated on or after March 1, 2027, and must show they met it in at least one month since their last renewal.

Exemptions include people who are pregnant or gave birth in the past 12 months, parents or caregivers of a child 13 or under, caregivers of a person with a disability, American Indians and Alaska Natives, former foster youth under 26, people in substance use disorder treatment, people who are medically frail, and people subject to SNAP work requirements or meeting TANF work requirements, among others. MDHHS says it will try to renew coverage automatically using data it already has and will contact members through MI Bridges or by mail, so keep your contact information current. Details are on MDHHS's HMP work requirements page; MDHHS also notes it is still reviewing the federal rule released June 1, 2026.

Other Michigan Medicaid changes

On January 1, 2027, most HMP members move from annual to six-month renewals, and retroactive coverage shrinks to up to one month for HMP (up to two months for other Medicaid groups), down from three. Since October 1, 2026, Medicaid immigrant eligibility has narrowed: lawful permanent residents who have met or are exempt from the five-year bar, Cuban/Haitian entrants, and COFA migrants keep full coverage, as do most lawfully residing pregnant people and children under 21; others move to Emergency Services Only. See MDHHS's Upcoming Federal Medicaid Changes page.

Straight talk: HMP is a state program, not something we sell. If it's your best option, we'll tell you exactly that and point you to MI Bridges — no charge, no strings. And if your income sits above the HMP line, that's precisely where marketplace credits take over, and where a side-by-side comparison of every plan in your county matters most.

Income near the line? Michiganders with seasonal work, gig income, or variable hours can move between HMP and the marketplace from year to year — and six-month renewals mean more check-ins in 2027. In most cases, losing Medicaid eligibility opens a 60-day Special Enrollment Period for marketplace coverage. One catch: adults denied Medicaid for not meeting the new work requirement aren't eligible for marketplace tax credits either. And if you become eligible for Medicaid while on a marketplace plan with a tax credit, end the marketplace plan or you may have to pay the credit back. Don't guess at the boundary; a 10-minute call maps it.

Michigan Health Insurance Marketplace: Carriers & Plans for 2027

Michigan's marketplace runs on HealthCare.gov, and every plan sold there is ACA-compliant: the 10 essential health benefits, no pre-existing condition exclusions, and preventive care at no cost. Carriers vary by county and change from year to year, so the only lineup that matters is the one for your ZIP code. We confirm which carriers actually offer 2027 plans in your county, and check them against your doctors and prescriptions, before recommending anything. (See our carrier partners.)

Expect price changes, too. In its 2027 rate change request table (updated July 14, 2026), DIFS listed a requested average increase of 14.2% for individual-market plans, with approved rates still marked "TBD." Your own premium after credits can move more or less than that, which is why a re-shop matters.

Bronze

Lowest premiums — they can be $0 after credits at lower incomes — with the highest deductibles. Exchange bronze plans now count as HSA-eligible, and the 2027 HSA limit is $4,500 for self-only coverage.

Silver

The sweet spot for most subsidy-eligible households. Under ~250% FPL, Cost-Sharing Reductions can cut a 2027 out-of-pocket maximum from $12,000 to as low as $4,000 for one person.

Gold

Higher premium, lower out-of-pocket. The smart pick when you know care is coming — a planned procedure, a pregnancy, ongoing prescriptions.

Add-Ons

Dental & vision, accident, critical illness, and hospital indemnity plans stack alongside your ACA plan — often the difference between covered and comfortable.

One honest warning: a $0 premium is not $0 care. Free bronze plans carry real deductibles, and a 2027 marketplace plan can have an out-of-pocket maximum as high as $12,000 for one person. If your income is under ~250% FPL, a CSR Silver plan is often the far better deal than the "free" one. That's the judgment call a broker exists for.

2027 Open Enrollment

Obamacare Michigan Open Enrollment 2027: Key Dates

Michigan uses the federal Marketplace, so the HealthCare.gov calendar applies: Open Enrollment runs November 1, 2026 – January 15, 2027. Michigan stays on HealthCare.gov for plan year 2027 — there's no switch to a state-run exchange this year — and neighboring Ohio and Indiana use the same dates. You can compare every state on our 2027 open enrollment deadlines by state page.

November 1, 2026

Open enrollment opens on HealthCare.gov. Compare 2027 plans, premiums, and your new credit amount.

December 15, 2026

Last day to enroll for coverage that starts January 1, 2027. This is the deadline that matters most.

January 15, 2027

Open enrollment ends. Enroll between December 16 and January 15 and coverage starts February 1, 2027 — a one-month gap.

After January 15

You'll need a qualifying life event (losing job coverage, losing Medicaid, moving, marriage, or a birth) to open a 60-day Special Enrollment Period.

Enrolling through FreedInsure takes about 15 minutes: (1) we project your 2027 income and calculate the exact credit, (2) we compare the plans in your county against your doctors and prescriptions, and (3) we submit the enrollment and stay on as your advisor all year. Same plans, same prices as going direct — plus a human who answers. Call (844) 788-3733. Prefer to do it yourself? The HealthCare.gov call center is at 1-800-318-2596. For the national picture, read our Open Enrollment 2027 guide.

Straight talk on auto-renewal: if you do nothing, most enrollees are automatically re-enrolled in the same or a similar plan. But with credits smaller and Michigan insurers asking for higher rates, last year's plan at last year's assumptions can be this year's overpay. Never let a plan auto-renew without a 15-minute re-shop — and do it before December 15 so any change starts January 1.

FAQ

Free Health Insurance Michigan FAQ: 2027 Answers

Is free health insurance real in Michigan for 2027?
Yes, through premium tax credits and the Healthy Michigan Plan. Lower-income Michiganders can find $0-premium plans on HealthCare.gov after their credit, and adults 19 to 64 earning up to about $22,025 a year (one person) may qualify for the Healthy Michigan Plan, Michigan's Medicaid expansion. Credits are smaller than in 2025 under current law, so compare before assuming last year's price still applies.
What income qualifies for subsidized health insurance in Michigan in 2027?
For 2027 coverage, tax credits apply between 100% and 400% of the poverty level: $15,960 to $63,840 for a single person, or about $33,000 to $132,000 for a family of four. At or below about $22,025 for a single adult (138% FPL), the Healthy Michigan Plan may cover you instead. Over 400% FPL, there's no credit under current law.
When is Obamacare open enrollment in Michigan for 2027?
November 1, 2026 to January 15, 2027, on HealthCare.gov. Enroll by December 15 for coverage starting January 1; enroll December 16 to January 15 and coverage starts February 1. After January 15, you need a qualifying life event for a 60-day Special Enrollment Period.
What is the Michigan health insurance marketplace?
Michigan's marketplace is HealthCare.gov. CMS lists Michigan as a federally facilitated Marketplace for plan year 2027, so Michigan doesn't run its own state exchange. A licensed broker can enroll you in the exact same plans at the exact same prices, with year-round support included.
Has Michigan expanded Medicaid?
Yes, through the Healthy Michigan Plan (HMP). MDHHS runs it for adults 19 to 64 with income at or below 133% of the poverty level; with the standard 5% income disregard, that's about 138%, or roughly $22,025 for one person in 2026. Apply through MI Bridges or call 1-855-789-5610. It's a state program we don't sell; if it's your best option we'll say so, free.
What are the Healthy Michigan Plan work requirements in 2027?
Starting January 1, 2027, some HMP applicants and members ages 19 to 64 must earn at least $580 in a month or complete 80 hours of work, school, job training, or volunteering in a month. Current members are checked at renewals dated on or after March 1, 2027. Exemptions include pregnant people, parents or caregivers of a child 13 or under, and people who are medically frail.
What insurance companies offer marketplace plans in Michigan?
It depends on your county. Carrier lineups vary by county and change every year, so a statewide list can mislead you. You can compare the 2027 plans for your ZIP code on HealthCare.gov once open enrollment opens November 1, 2026, or we can check your county, and your doctors, for you. Call (844) 788-3733.
Does it cost anything to use a health insurance broker in Michigan?
No, our help is 100% free to you. Same plans, same prices as enrolling on HealthCare.gov yourself, plus an advisor who handles enrollment and problems all year. Call (844) 788-3733.
