Open Enrollment Checklist 2027: Start Here

Enrolling in a marketplace plan takes about 20–40 minutes when everything is in front of you — and days when it isn't. This is the open enrollment checklist 2027 shoppers should work through in October: what to gather, what to estimate, and what to decide, so that when the window opens November 1, 2026, you enroll once and enroll right. How to prepare for open enrollment comes down to three verbs: gather, estimate, decide. For every date and deadline in one place, see our 2027 open enrollment guide.

FreedInsure LLC (NPN: 20230457) is an independent brokerage licensed in 42 states. We run this exact checklist with members every fall — project the income, compare every plan in your county, submit the enrollment — 100% free, because carriers pay us, not you. Call (844) 788-3733.

Quick answer: The complete open enrollment checklist 2027 shoppers need: Social Security numbers for everyone applying, birth dates, your expected 2027 income, employer coverage details, current plan information, doctor and prescription lists, and your HealthCare.gov log-in. Open enrollment runs November 1, 2026 – January 15, 2027; enroll by December 15, 2026 and coverage starts January 1, 2027.

Step 1 — Gather

What Documents Do I Need for Open Enrollment?

Seven items cover nearly every marketplace application: Social Security numbers, birth dates and legal names, a 2027 income estimate, employer coverage information, current plan details, your doctor and prescription lists, and your marketplace log-in. None are exotic — but hunting for them mid-application on January 14 is how people end up in the wrong plan.

  1. Social Security numbers for every person on the application — and document numbers for eligible immigrants (green card, visa, or other immigration paperwork).
  2. Birth dates and legal names for your whole tax household — the application asks even about dependents who aren't applying for coverage.
  3. Your expected 2027 income, not last year's. Pull recent pay stubs, last year's tax return, and self-employment records — this number sets your tax credit, and the next section explains what counts.
  4. Employer coverage information for anyone in the household who's offered a job-based plan — the plan's cost and whether it meets minimum standards affects your subsidy eligibility.
  5. Current plan details if you're re-enrolling: member ID card, plan name, and the renewal notice your insurer mails in the fall. It shows your 2027 premium before credits — read it.
  6. Your doctor, hospital, and prescription lists — written down, with dosages, to check every finalist plan against.
  7. Your HealthCare.gov log-in (or your state exchange's). Recover the username and password in October — not on December 15 with the clock running.

The 2027 Dates

The Dates Your Checklist Is Built Around

Open enrollment for 2027 coverage runs November 1, 2026 through January 15, 2027 on HealthCare.gov. Enroll by December 15, 2026 and coverage starts January 1, 2027; enroll December 16 through January 15 and it starts February 1, 2027 — a one-month gap.

DateWhat HappensWhat It Means for You
October 15 – December 7, 2026Medicare Annual Enrollment (separate system)For Medicare-eligible people only — not the ACA marketplace. See the note below.
November 1, 2026Open enrollment for 2027 coverage opensEarliest day to enroll, switch, or update income. Checklist should already be done.
December 15, 2026Deadline for a January 1 start (most states)Enroll by tonight and there's no coverage gap. The single most important date on this page.
December 16, 2026 – January 15, 2027Late windowYou can still enroll, but coverage starts February 1, 2027 — one uncovered month vs. December enrollees.
January 15, 2027Open enrollment closes (most states)After this, you need a qualifying life event to enroll at all.

Some state-run exchanges set their own deadlines — a few longer, a few different — so check your state's dates if you don't use HealthCare.gov. Miss January 15 without a qualifying life event and you generally wait a year; the exceptions — job loss, moving, marriage, a birth, each with a 60-day window — live in our Special Enrollment Period guide.

One row on that table isn't yours: Medicare Annual Enrollment (October 15 – December 7, 2026) is a separate system for people 65 and over. If that's you, this checklist doesn't apply — use medicare.gov or call 1-800-MEDICARE. FreedInsure serves the under-65 marketplace, so we'd rather route you right than sell you wrong.

Step 2 — Estimate

What Income Do I Report on a Marketplace Application?

You report your expected 2027 household income on a MAGI basis — modified adjusted gross income. That includes wages before taxes, net self-employment income, unemployment, most Social Security benefits, and interest, for everyone in your tax household, not just the people applying for coverage. It's a projection, so your job is a defensible estimate, not a crystal ball.

Getting that number right matters more for 2027 than it has in years. The enhanced premium tax credits that ran from 2021 through 2025 are gone and are not back for 2027 under current law — unless Congress acts. Subsidies are smaller than they were in 2025, and the 400% FPL cliff is back: estimate $1 over the line and your credit is $0, not slightly less. Guessing high can cost you a credit you deserved; guessing low can mean paying some of it back at tax time.

For 2027 coverage, premium tax credits apply between 100% and 400% of the federal poverty level — $15,960 to $63,840 for a single person, roughly $33,000 to $132,000 for a family of four. Inside that range you're expected to contribute between 2.15% and 10.22% of income toward the benchmark Silver plan, sliding by income. Below about 250% FPL, Cost-Sharing Reduction Silver plans shrink your deductible too; below about 138% FPL in expansion states, Medicaid usually takes over. The bracket-by-bracket chart lives in our 2027 ACA subsidy income limits guide.

To estimate well: annualize your most recent pay stubs, adjust for known changes (a raise, a job change, a side business), and project net profit — not gross revenue — if you're self-employed. Report changes mid-year so your credit adjusts in real time instead of at tax time.

Straight talk: the auto-renewal trap is worse this year. Do nothing and most enrollees get re-enrolled in the same or a similar plan automatically — but with credits smaller and premiums changing, last year's plan at last year's income assumptions can be this year's overpay. Never let a 2027 plan auto-renew without a 15-minute re-shop and a fresh income number. A broker does both for $0 — carriers pay us. (844) 788-3733.

Step 3 — Decide

What Should I Compare When Choosing a 2027 Plan?

Compare four things before you enroll: your doctors, your prescriptions, the total-cost math, and the network type. Premium alone is the most expensive way to choose a plan — a plan that costs $40 more per month but caps your worst-case year thousands lower is often the better buy.

🏥 Doctors & Hospitals

Search each finalist plan's directory for your doctors and preferred hospital by name. Networks change every year — the plan you have now may not include them in 2027.

💊 Prescriptions

Check every drug on your list against each plan's formulary and note the tier. The same drug can be $10 on one plan and hundreds on another.

💰 Total-Cost Math

Premium × 12, plus deductible, plus out-of-pocket maximum = your real worst-case year. Run it for a healthy year and a bad one before deciding.

🔗 Network Type

HMOs typically require referrals and cover in-network care only; PPOs cost more but flex more. Know which rules you're signing up for — before you need an out-of-network specialist.

Five questions to answer before December 15, 2026:

  1. Is my 2027 income estimate current — and did I re-verify it, given the cliff is back?
  2. Are my doctors and hospital in-network in the plan I'm leaning toward?
  3. Are my prescriptions on the formulary, and at what tier?
  4. What's my worst-case year total — premium plus out-of-pocket maximum — not just the monthly premium?
  5. Did I actively compare my auto-renewal plan against at least two alternatives instead of letting it ride?

If this is your first time buying your own coverage, start with our plain-English guide to what open enrollment is and how it works. With this health insurance enrollment checklist 2027 done, the application itself is the easy part: about 20–40 minutes on your own, or one phone call with a licensed advisor at (844) 788-3733 who runs the comparison for you.

FAQ

Frequently Asked Questions

What documents do I need for open enrollment?
Seven items cover almost every application: Social Security numbers for everyone applying, birth dates and legal names, your expected 2027 income, employer coverage information, current plan details, your doctor and prescription lists, and your HealthCare.gov log-in. Eligible non-citizens also need immigration documents. Gather them in October and the application itself takes about 20–40 minutes.
What income do I report on a marketplace application?
Your expected 2027 household income, on a MAGI basis: wages before taxes, net self-employment income, unemployment, most Social Security benefits, and interest — for everyone in your tax household. For 2027, credits apply between 100% and 400% of the poverty level, roughly $15,960–$63,840 for a single person. Estimate carefully: with the cliff back, $1 over means $0 credit.
Do I need my 1095-A to re-enroll?
No. Form 1095-A is a tax document — you'll use it in early 2027 to reconcile your 2026 premium tax credit on your federal return, not to re-enroll. To re-enroll you need your marketplace log-in, an updated 2027 income estimate, and your current plan details. Enroll by December 15, 2026 for a January 1 start.
What questions does the marketplace application ask?
Household, income, and coverage questions. Expect: who's in your tax household with birth dates and Social Security numbers, your expected 2027 income by source, whether anyone is offered job-based coverage, and citizenship or immigration status. Most people finish in 20–40 minutes with documents in hand, then see their estimated credit and every plan in their county.
How long does it take to enroll in a marketplace plan?
About 20–40 minutes with your checklist done — longer if you're hunting for income figures or comparing plans as you go. Working with a licensed broker takes about the same time and costs $0, since carriers pay the broker. Either way, don't start on deadline day: December 15, 2026 is the cutoff for January 1 coverage.
What should I compare when choosing a 2027 plan?
Four things: doctors, prescriptions, total cost, and network type. Confirm your doctors are in-network and your drugs are on the formulary, then compare premium plus deductible plus out-of-pocket maximum — not premium alone. A plan that costs $40 more a month but caps your bad-year exposure thousands lower is often the better buy.
When is the deadline to enroll for January 1, 2027 coverage?
December 15, 2026, in most states. Enroll by then and your 2027 plan starts January 1. Enroll December 16 – January 15 and coverage starts February 1, 2027 — a one-month gap. Some state-run exchanges set their own deadlines, so check yours if you don't use HealthCare.gov.
What happens if I miss the January 15 deadline?
You'll need a qualifying life event to enroll. After January 15, 2027, a Special Enrollment Period opens only for events like losing job coverage, moving, marriage, or a birth — typically a 60-day window. Otherwise you wait for the next open enrollment. Our Special Enrollment Period guide covers the rules.
Can I just let my 2027 plan auto-renew?
You can — but don't do it blind. Most enrollees who do nothing are auto-re-enrolled in the same or a similar plan. For 2027, with enhanced credits gone under current law and premiums changing, last year's plan at last year's assumptions can quietly overcharge you. A 15-minute re-shop with a fresh income estimate is the cheapest insurance decision you'll make all year.
Does this checklist apply to Medicare open enrollment?
No — Medicare is a separate system. Medicare Annual Enrollment runs October 15 – December 7, 2026 and follows different rules. This checklist is for under-65 ACA marketplace coverage. If you're Medicare-eligible, use medicare.gov or call 1-800-MEDICARE; FreedInsure's marketplace advisors focus on the under-65 market.
