Everything about the ACA Marketplace: how it works, who qualifies, metal tiers, subsidies, CSR, enrollment deadlines, costs by age and income. Updated for 2027 coverage.
Get My Free Quote ↓Quick answer: The Health Insurance Marketplace is the government-run ACA exchange (HealthCare.gov or your state’s site) where you compare private health plans and apply for income-based tax credits. On HealthCare.gov, Open Enrollment for 2027 coverage runs November 1, 2026 to January 15, 2027; enroll by December 15 for a January 1 start. For 2027, tax credits require household income between 100% and 400% of the federal poverty level.

Understanding Health Insurance Marketplace
Health Insurance Marketplace is a foundational concept that affects millions of Americans. Whether you’re shopping for the first time, switching plans, or helping a family member navigate options, this guide provides everything you need to make an informed decision.
What It Is
The Health Insurance Marketplace (also called the exchange) is the government-run service, HealthCare.gov or your state’s own site, where individuals and families compare ACA plans from private insurers and apply for premium tax credits and cost-sharing reductions. It’s the only place to get the premium tax credit. Plans sold outside it, such as off-exchange ACA plans, short-term medical and other private plans, are a separate market without that help. Knowing the difference is the first step to finding the right coverage at the right price.
Who It’s For
This guide is for: self-employed workers and 1099 contractors, people between jobs, individuals aging off parent coverage at 26, early retirees before Medicare, families needing individual coverage, small business owners, and anyone evaluating their health insurance options for 2027 coverage.
Why This Guide Matters
The health insurance landscape changes annually. Premiums shift, carrier networks expand or contract, subsidies adjust, and new products enter the market. Information from 12 months ago may be outdated. This guide reflects the rules for 2027 coverage as of fall 2026 and is updated regularly by licensed professionals who actively place coverage every day.
Your Options for Health Insurance Marketplace
ACA Marketplace Plans
The ACA Marketplace (Healthcare.gov) offers subsidized plans from major carriers in four metal tiers: Bronze (60% coverage/lowest premium), Silver (70%/moderate — CSR-eligible), Gold (80%/higher premium), and Platinum (90%/highest premium, lowest OOP). All cover 10 essential benefits, pre-existing conditions, and include an out-of-pocket maximum ($12,000 for one person in 2027). Tax credits are based on income: in the 2026 Open Enrollment, 29% of HealthCare.gov enrollees picked a plan with a $0 monthly premium after the credit (CMS). Check your subsidy →
Private PPO and EPO Plans (Outside the Marketplace)
FreedInsure can also quote private PPO and EPO plans sold outside the ACA Marketplace. The ones we offer use the Cigna PPO network; they are not insured by Cigna. You can apply outside Open Enrollment, but approval depends on each plan’s eligibility and underwriting rules, and the start date depends on the plan. Benefits, limits and pre-existing-condition rules vary by plan, so get them in writing. See PPO options →
Straight talk: A plan sold outside the Marketplace can cost less than a full-price ACA plan if you’re healthy, earn too much for a tax credit, or want a specific network. But if you qualify for a tax credit or Medicaid, have a pre-existing condition, are pregnant or planning to be, or take expensive medications, an ACA plan is usually the safer buy, and the only way to get the premium tax credit is through the Marketplace. We’ll price both side by side before you decide. Call (844) 788-3733.
Important: Plans sold outside the ACA Marketplace may be subject to underwriting, age limits, state availability and each plan’s own eligibility rules. Not all plans are available in all states. Rates are not guaranteed and can change. Benefits, limits and exclusions are set by the official plan document or policy, which controls if it differs from this page. This page is a general summary, not a contract or an offer of coverage.
These plans are not sold through the ACA Health Insurance Marketplace (HealthCare.gov or your state’s exchange) and are not individual-market ACA plans. You can’t use a premium tax credit or cost-sharing reduction to pay for them. As HealthCare.gov puts it, “the only way to get the premium tax credit is through the Marketplace.”
The Cigna PPO network is a provider network, not an insurance company, and it doesn’t pay claims. A plan that uses the Cigna PPO network sets its own benefits and pays claims through its own administrator. Before you get care, confirm your doctor or facility is in network using the directory and phone number on your plan ID card.
Short-Term Medical
Short-term health insurance covers gaps. You can apply outside Open Enrollment, but approval is medically underwritten and the start date depends on the plan. How long you can keep it depends on your state and the plan, from 3 months or less in some states to longer terms with renewals where state law allows. $95–$400/month. Not ACA-compliant — doesn’t cover pre-existing conditions. Best for healthy individuals bridging to Open Enrollment.
Supplemental Insurance
Required notice for hospital indemnity (fixed-indemnity) coverage:
THIS IS A SUPPLEMENT TO HEALTH INSURANCE AND IS NOT A SUBSTITUTE FOR MAJOR MEDICAL COVERAGE. LACK OF MAJOR MEDICAL COVERAGE (OR OTHER MINIMUM ESSENTIAL COVERAGE) MAY RESULT IN AN ADDITIONAL PAYMENT WITH YOUR TAXES.
Hospital indemnity, critical illness, accident, dental, and vision insurance fills gaps in your primary coverage and pays cash directly to you. Hospital indemnity pays a fixed dollar amount per covered event, not your actual bill: there’s no out-of-pocket maximum, and you pay charges above the scheduled amount. These policies don’t replace major medical coverage. They aren’t tied to Open Enrollment; acceptance and start dates depend on the policy. $50–$150/month for a bundle of supplemental policies. Supplemental options →
Costs and Subsidies for Health Insurance Marketplace
ACA Premiums by Age (Before Subsidies)
Age 25: $280–$400/month. Age 35: $350–$500. Age 45: $450–$650. Age 55: $650–$950. Age 64: $850–$1,200. ACA allows carriers to charge up to 3x more for older adults (age rating).
After Tax Credits (2027 Rules)
The enhanced subsidies expired at the end of 2025 and are not back for 2027 under current law (unless Congress acts). For 2027 coverage, premium tax credits apply at 100%–400% FPL (about $15,960–$63,840 for a single person), and you’re expected to pay about 2.15%–10.22% of income for the benchmark Silver plan; above 400% FPL the credit is $0. 2027 examples for one adult (benchmark Silver, after the credit): $25,000 income (about 157% FPL) → about 4.63% of income, roughly $96/month; $40,000 (about 251% FPL) → about 8.68%, roughly $289/month; $60,000 (about 376% FPL) → 10.22%, about $511/month. These use the 2026 poverty guideline ($15,960) that applies to 2027 coverage and the percentages in IRS Rev. Proc. 2026-26; a Bronze plan can cost less, and your exact price depends on the benchmark plan where you live. Estimate yours with the 2027 subsidy calculator →
Cost-Sharing Reductions (CSR)
If income is 100–250% FPL, you qualify for Cost-Sharing Reductions on Silver plans: lower deductibles and copays and a lower out-of-pocket maximum. For 2027 the self-only out-of-pocket cap drops from up to $12,000 to $4,000 at or below 200% FPL and $9,600 at 200%–250% FPL. CSR only applies to Silver plans bought through the Marketplace — if you’re CSR-eligible, compare Silver first. This is separate from the premium tax credit.
Enrollment and Deadlines for Health Insurance Marketplace
Open Enrollment
November 1, 2026 through January 15, 2027 on HealthCare.gov. Enroll by Dec 15 for Jan 1 coverage; enroll Dec 16–Jan 15 for Feb 1 coverage. State-based exchanges can set their own dates, and some run later, so check your state’s exchange. During Open Enrollment, anyone eligible can enroll or switch plans — no qualifying event needed. In Washington, DC, Marketplace plans are sold through DC Health Link; FreedInsure doesn’t sell DC Marketplace plans, but we can help DC residents with life insurance and supplemental coverage.
Special Enrollment Period (SEP)
Outside Open Enrollment, you need a qualifying life event for a Special Enrollment Period, usually 60 days: losing job-based or other qualifying coverage (including aging off a parent’s plan at 26), marriage, birth or adoption, or a move to a new area (usually only if you had qualifying coverage before the move). Losing Medicaid or CHIP gives you 90 days. Divorce qualifies only if it ends your coverage. Complete QLE list →
Options Outside Open Enrollment
Short-term medical, private PPO, supplemental, dental/vision and life insurance aren’t tied to Open Enrollment, but approval depends on each plan’s eligibility and underwriting rules, and start dates depend on the plan. None of them can use a premium tax credit. Medicaid and CHIP accept applications all year.
How FreedInsure Enrolls You
Call (844) 788-3733 or submit the form. Advisor calls within 15 minutes, compares plans, applies your subsidy, and enrolls you over the phone — all in one call. Marketplace coverage starts January 1 if you enroll by December 15 during Open Enrollment; with a Special Enrollment Period it usually starts the first of the month after you pick a plan. 100% free.
Mistakes to Avoid
Mistake 1: Not Checking Your Subsidy
In the 2026 Open Enrollment, 87% of Marketplace enrollees nationwide chose a plan with a premium tax credit (CMS). Many people assume they earn too much and never check. A 60-second check costs nothing. Check now →
Mistake 2: Lowest Premium ≠ Lowest Total Cost
A Bronze plan with a $9,000 deductible can cost far more in a year you need care than a Silver plan with a $1,500 deductible, even though its premium is lower. Calculate total cost = premiums + expected out-of-pocket.
Mistake 3: Skipping CSR on Silver
If income qualifies for Cost-Sharing Reductions (100–250% FPL) and you choose Bronze instead of Silver, you forfeit free deductible reductions worth thousands. A broker ensures you don’t leave money on the table.
Mistake 4: Going Without Coverage
A single ER visit, hospital stay or surgery can cost more than years of premiums. Only comprehensive coverage with an out-of-pocket maximum caps what you owe for covered in-network care; for 2027 the ACA limit is $12,000 for one person. Supplemental plans pay cash but don’t cap your costs.
